Murat Muqan was a mid-level well-exploration engineer at the Aktau branch of the China National Logging Corporation in Kazakhstan.
He got his bachelor’s of science in physics from Xinjiang University in 2008, after which he worked as a traffic policeman in Jeminey for 2 years. In 2010, he was hired as a trainee in oilwell logging by the CNLC in Qyzyl’orda, Kazakhstan, to be quickly promoted from starting to intermediate engineer in 2011. From 2011 to 2018, he worked at the headquarters of the Aktau district, in Zhetibai, and in Kaliman, and carried out logging operations at the Moroskoe oilfield in Atyrau, where he was said to efficiently perform logging for some of Kazakhstan’s most complex and deepest wells (up to 6,000 meters), something that the people in charge of the Kaliman branch gave Murat great appreciation and thanks for. He was also said to have shown great leadership in logging the wells of CNLC’s Aktau District, which led to Murat being invited to represent the district at a conference in Beijing, where he also delivered a lecture. Altogether, he did logging at CNLC for 8 years.
He is fluent in Kazakh and Mandarin, and conversational in Russian and English.
# Suspected and/or official reason(s) for detention
“Azat Erkin” reports two (possible) reasons:
- He had WhatsApp, Instagram, and other programs on his mobile phone.
- He was once given a fine for a traffic violation and, being a former traffic policeman himself, asked the arresting officer for his identification, to which the officer replied by not only not showing his ID but also labeling Murat as “two faced”, and threatening to send him to a re-education center.
In his submission, “Azat Erkin” also notes that Murat has never engaged in any radicalism, splittism, or terrorism, that he has never taken part in any political or religious activities, and that he has never disclosed state secrets for either Kazakhstan or China.
