A number of reasons are reported:

1. Growing a beard.
2. His wife wearing a veil.
3. Being influenced by “extremist ideology”.
4. Having 4 children more than allowed by the family planning policy.

Three copies of the Koran were found during a search of his family’s home. They were also found to be fasting during Ramadan.

Excerpts from the local government administration reports/conclusions regarding the victim:

“Abdulikim Roziheyt was infected with religious extremism and wore a beard from 2011 to 2014. His wife, Muhebbet Abduwayit (穆合拜提·阿卜杜瓦伊提), also expressed religious attitudes and used to wear a veil between 2011 and 2014. Abdulikim Roziheyt applied for a passport for traveling in March 2015. The passport was issued in March 2016, but no records of leaving the country were found. Abdulikim Roziheyt strongly violated the birth policies and can understand 3-4 verses of the Quran. Recommended to keep training, and to check if he meets the unsanctioned imam standard.”

“Abdulikim Roziheyt has acknowledged his mistakes and his thoughts have undergone transformation. His family’s behavior is quite good, they cooperate well with the community administration. His family is quite poor and lacks sufficient labor force. It is recommended that this person be graduated into community supervision.”
